SHIMLA: The fate of 146 master trainers, who teach children with special needs (CWSN) under the Sarva Shiksha Abhiyan, is hanging in fire as their contract has not been renewed so far. The teachers were appointed three years ago by the ministry of human resource and development. Sources said the HRD ministry in its appraisal report communicated to the state has not allocated the budget for the master trainers in the annual plan for 2013-14 financial year. Therefore, the state unit of SSA has not renewed the contract of the master trainers so far. Sources said differently abled children were without teachers since April 1. According to information, around 14,500 CWSN have been enrolled in government schools across the state. Sources said a budget of Rs 4.34 crore was allocated for 2012-13 for educating the special children. A consolidated salary of Rs 7,500 was being given to special educators. The state unit of the SSA is waiting for fresh communication from the HRD ministry for renewing the contract of special educators in the state. Sources said in the appraisal report, the ministry has sanctioned a budget of Rs 1.86 crore under the intervention of special educators in principal, but the headquarters of the SSA are confused over it. Due to non-renewal of the contract of special educators, the education of CWSN has also come to a halt in the state. Project director of SSA Aashwani Ramesh said the budget under the intervention have not been allocated by the ministry thus the contract has not been renewed. He said that the issue would be raised before the government. Computer operators’ service may also be terminated. The services of computer operators under computer-aided learning of SSA may also be terminated because the intervention of computer-aided learning has also not been included in the annual plan of SSA. As many as 282 operators are working under SSA in the state.
